Research Background


In the Master of Laws program at Chiang Mai University, the courses intend to provide the students the socio-legal perspectives and research methodology that will give the students an alternative approach of legal education. For example, the indigenous peoples legal studies is the new critique to the mainstream legal system where manipulate by the imperial legal ideology. While indigenous peoples legal studies will scrutiny the legal problems that oppress indigenous peoples'rights. Also, the broad view on natural resource management law will portray the structure of law and its implementation which supports environmental justice for the people and also Advance Public Law will enhance the student knowledge over the basic rights of the people and the legal mechanism to control state's functions efficiently. All of scholar training in the Master of Laws program descripts above would strengthen the applicant's skill to achieve his civil advocacy for the marginalized people very well. [Sep.2016]

Final Report (abstract)


On the second half of the project I continue to follow the original plan and conduct another one additional forum regard my research. According original plan I continued to participated two class rooms, first subject is Natural Resource and Environmental Management Law, second subject is Advanced Criminal law. Finally I passed an examination all of those subjects. The important activity of this period is to finish my research. Then to complete it I have had work for two parts, first part is went to interview Mr. Carl Middleton from Center for Social Development Studies (CSDS), Faculty of Political Science, Chulalongkorn University, Bankok, organized a meeting among community leader of potential affected communities, and attended the National Human Rights Commission (NHRC) hearing regarding the Salween dam project examination. The second part is paper writing which I have written two papers, first one is "State agency responsible on trans-boundary impact of the large scale dam which Thailand had involved" and second one is "Political of Power Development Plan of Thailand". When finish the research, I have led organized the "Lae Ha Salween" forum to propose it for public campaigning. After the forum, there were at lease five medias including Thai and English publicized their article regard it. This forum got great collaboration from the Law Faculty of Chiangmai University and Earth Rights International. My next perspective is adjust my experience from the research to challenge the Salween River dam by provide legal support to community and NGO to consider to submit and follow up a complaint, especially sue the case to the Administrative Court to stop the project or ask fair remedy.
